The Democrats

Breaking up the food, medicine and energy cartels; defining an excessive price in law, so that a product of a company with market power that is sold in Israel at an exceptionally high price compared with abroad must be explained, and a binding national target for lowering the price of the food basket within three years; a committee that would require a large food conglomerate to separate from subsidiaries; opening the market to imports and banning the large suppliers from controlling the distribution system; gradually raising the minimum wage and widening the work grant; and bringing public transport fares back down and widening the list of price-controlled products. Members of the list filed bills:

• to set a presumption of an excessive price on imported products of monopolies
• to encourage employees to travel by public transport
• to link the work injury disability allowance to the average wage in the economy
• for pay during absence in an emergency
• for the responsibility of those who order services towards contractor workers

Advancing normalization with Saudi Arabia and deepening security and economic cooperation, above all the IMEC plan (a planned economic corridor from India through the United Arab Emirates, Saudi Arabia and Israel to Europe, announced at the G20 summit in New Delhi in 2023); and full freedom of action for the IDF and the Shin Bet in preventing terrorism, alongside a diplomatic-security strategy, because according to the party the 7 October massacre proved the failure of the "conflict management" concept.

Enacting term-limit laws - eight years for the prime minister, clear incapacity mechanisms and a legal ban on ministers and the prime minister serving under indictment; a "zero defendants in the government" law; amending the Police Ordinance to take politics out of the police; repealing the regime-coup laws; and Basic Law: Legislation, which would regulate the relations between the branches, protect the independence of the justice system and the gatekeepers, and set that changing the democratic rules of the game requires a special majority. Members of the list filed bills:

• to strengthen the independence of the police and limit political involvement in its work
• for an independent advisory committee for senior appointments
• for a duty to put agreements in writing in the government
• for a Basic Law on rights in criminal proceedings
• to dissolve the 25th Knesset

Equal recognition by the state of every route to marriage and divorce, regardless of religion, sex or origin, so that those not recognized by the Rabbinate can also exercise their right to family life; and breaking the Rabbinate's monopoly on kashrut and simplifying kashrut procedures for imported food. Members of the list filed bills:

• to run public transport on Shabbat at the discretion of each local authority
• to deny recognition for tax purposes to associations that encourage evading security service

Withdrawing the co-payment order that the government brought to the Health Committee (January 2025), as Gilad Kariv (no. 3 on the list) demanded there, on the grounds that it adds a regressive layer to the health insurance contributions and is aimed at crushing the public health system and privatizing it; more doctors, nurses and beds in the public system; increasing public investment in health; and according to Naama Lazimi (no. 2 on the list), investment in "balancing homes" in mental health, on the grounds that they reduce readmission to hospital, and a new hospital in the Negev. Naama Lazimi (no. 2 on the list) filed bills:

• to set up an emergency room in Kiryat Shmona
• for speech therapists' screening and treatment in kindergartens
• to require the state and large employers to implement the national nutrition policy

Ending the budget discrimination against state education, and increasing public investment in education in order to restore and develop state-public education. Gilad Kariv (no. 3 on the list) filed a bill that defines state education in law, sets the status of parents' representative bodies and establishes a council for general state education.

Marketing a large part of state land at a reduced price in return for affordable housing; allocating public housing and affordable housing in every new complex on state land, and rewarding developers with additional building rights in return for long-term rental at a controlled price; a fair rental law that would set standards for apartment quality and ban passing the agent's fee on to the tenant; a reform of the Planning Administration to shorten planning times, and urban planning that encourages density, mixed use and walkability; and encouraging industrialized construction. Members of the list filed:

• a bill under which an agent hired by the landlord may not charge an agent's fee to the tenant
• a bill to develop Kiryat Shmona and give priority in housing to local people

Declaring a national emergency, setting up a national task force and a crime cabinet; a multi-year national plan to build up the police, to allow it to recruit and retain staff and to develop dedicated responses to domestic violence and sexual assault and tools against agricultural crime; a joint fight by the security bodies with the Tax Authority, the Money Laundering Authority and the banks against protection rackets and companies linked to crime; and amending the Police Ordinance. Members of the list filed bills:

• for video documentation of every use of a water cannon and of means for dispersing demonstrations
• for police reporting to the Knesset
• to abolish the statute of limitations for sexual offenses within the family
• to deal with abusive cults

Putting the budget for resilience centers into the base budget and extending the model set up in Ofakim to more local authorities, and signing the regulations that pay a guardian raising an orphan whose parents were both killed in a hostile act, as Naama Lazimi (no. 2 on the list) demanded in the Knesset; a national concept for community defense that would regulate the powers, resources and operating model of the rapid response squads; and increased oversight of civilian guns. Members of the list filed bills:

• to set up an authority to commemorate the events of 7 October and the Swords of Iron war
• for an adjustment grant to the spouses and parents of a hostage whose body was returned
• for legal aid without a means test for those applying for recognition as suffering from combat stress
• for burial in a military cemetery of soldiers who took their own lives after their service because of combat stress
• to rebuild the Tnufa region in the north

Legislation for civil and equal marriage, equal registration of parenthood without discrimination, and mapping and correcting every law that creates improper discrimination; widening the circle of those who serve without harming the status and service options of women in the IDF; and setting basic rights in law, among them equality, freedom of expression and freedom of religion. Members of the list filed bills:

• to add the principle of equality before the law to the Nation-State Law
• to ban discrimination at work on the grounds of gender identity
• to extend the law on the prevention of sexual harassment to the self-employed and platform workers and to expose the identity of online harassers
• to abolish the offense of sodomy and merge it into the offense of rape

Investment in employment and local growth engines, in education and higher education, in health services that do not require a two-hour trip to the center, in transport, in culture and in housing; and instead of billions for annexation and outposts, moving billions to residents. Naama Lazimi (no. 2 on the list) filed bills:

• to build an airport in Nevatim and set up an emergency room in Kiryat Shmona
• to develop Kiryat Shmona and give priority in housing to local people
• to rebuild the Tnufa region in the north
• for an increased grant for preferred employment in agriculture and tourism on the northern confrontation line

A government plan to evacuate elderly people and people with disabilities who have no access to a protected space, in coordination with civil society organizations and local welfare departments; a budget and authority for local authorities to solve protection in wartime; proactive outreach by welfare departments to the elderly and the disabled from National Insurance lists; and a national call center. Gilad Kariv (no. 3 on the list) demanded these steps, all for protection in an emergency, in the Knesset and in the Labor and Welfare Committee. Naama Lazimi (no. 2 on the list) filed a bill under which the age that entitles a person to public services without waiting in line would be the retirement age.

A bill to subsidize daycare for reservists, which Efrat Rayten Marom (no. 4 on the list) announced in the committee; state legal aid for every reservist coping with psychological difficulty in claiming their rights, in a bill tabled by Gilad Kariv (no. 3 on the list), who also demanded in the committee a longer settling-in period for lone soldiers after their service and a unit in the IDF Personnel Directorate or the Ministry of Defense to accompany lone reservists. Members of the list filed bills:

• to extend eligibility for unemployment benefit for reservists
• to cancel debts arising from differences in the calculation of reserve duty pay during the war
• for legal aid without a means test for those applying for recognition as suffering from combat stress
• for burial in a military cemetery of soldiers who took their own lives after their service because of combat stress
• for an increased grant for preferred employment on the northern confrontation line

Bringing the 1,226 people waiting to immigrate from Ethiopia; online professional licensing exams for immigrants, so that the regulation of professions does not cause years of delay in their absorption; applying the reform in the employment of immigrants also to those already in the country with immigrant status; and a compromise through diplomatic means that would allow pension money to be transferred to immigrants from Russia. Gilad Kariv (no. 3 on the list) demanded these steps when he served as chairman of the Immigration, Absorption and Diaspora Affairs Committee.

A shorter work week, more vacation days and sick days, substantial parental leave for fathers too, widening public early childhood settings and making them cheaper, so that every child reaches a quality kindergarten regardless of their parents' income, and widening subsidized daycare and after-school programs for ages 0-3. Naama Lazimi (no. 2 on the list) filed:

• a bill that makes a license for a daycare center for toddlers conditional on standard protection and sets a contribution to funding the protection upgrade
• a bill for speech therapists' screening and treatment in kindergartens

The "טיפול שורש" (root treatment) plan, mainly setting up a national task force and a crime cabinet, with a budget of a billion shekels a year and the recruitment of 5% of the elite staff in the enforcement bodies. Naama Lazimi (no. 2 on the list) filed a bill to cancel Amendment 116 to the Planning and Building Law (a 2017 amendment that gives building inspectors powers to impose high fines and issue administrative demolition orders), on the grounds that its enforcement powers harm the Arab and Druze population first and foremost.

Setting up the commission and implementing its conclusions, including directing the build-up of forces and the defense budget according to them and starting the process of national recovery. Efrat Rayten Marom (no. 4 on the list) filed a bill to set up a state commission of inquiry into the events of 7 October.

Equal service that allows a contribution to security, society and the economy; priority for the IDF's needs in screening, and directing those not needed for military service to civic-national service; denying extra benefits (daycare, after-school programs, municipal property tax) to those who do not fulfil the duty of service, with the details of enforcement to be set in legislation; and ending public funding for bodies that encourage draft evasion. Members of the list filed bills:

• to deny recognition for tax purposes to associations that encourage evading security service
• to dissolve the 25th Knesset, with equality before the law on the draft law among its grounds

Enacting term-limit laws, among them limiting the prime minister's tenure to eight years, setting clear incapacity mechanisms and a legal ban on ministers and the prime minister serving under indictment. Members of the list filed three bills amending Basic Law: The Government that limit the prime minister's period in office, among them a limit of two consecutive terms and a limit of two terms or eight years in total.

Mapping and repealing the regime-coup laws, repealing the law changing the Judicial Selection Committee and repealing the law expanding the powers of the religious courts; a "zero defendants in the government" law; Basic Law: Legislation, which would regulate the relations between the branches, protect the independence of the justice system and the gatekeepers, and set that changing the democratic rules of the game requires a special majority; setting basic rights in law; and setting up an appeals court between the district courts and the Supreme Court, adding judges' posts, strengthening mediation and arbitration and shortening legal proceedings. Members of the list filed bills:

• to add the principle of equality before the law and set the status of the Declaration of Independence in the Nation-State Law
• for a Basic Law on rights in criminal proceedings
• to dissolve the 25th Knesset

Equal recognition of every route to marriage and divorce, including for those not recognized by the Rabbinate, and public transport on every day of the week connecting Israel's cities, with local authorities able to adapt the arrangements within their communities to the character of the community. Gilad Kariv (no. 3 on the list) filed a bill to run public transport on Shabbat at the discretion of each local authority, according to a residents' survey to be held there.

Setting permanent borders, full demilitarization of the future Palestinian state, Israeli security control in the Jordan Valley and in vital areas, halting all annexation moves, evacuating illegal outposts and rebuilding trust between the sides through education for coexistence and joint civilian projects. In September 2026 the party wrote that separation should be sought as part of a regional move with the United States and the moderate Arab states, with security guarantees, and Gilad Kariv (no. 3 on the list) wrote that they pledge to bring to the coalition negotiations the reversal of the annexation steps and the renewal of the diplomatic dialogue between Jerusalem and Ramallah. Gilad Kariv (no. 3 on the list) filed a bill requiring any application of sovereignty to be approved in a referendum.
