Blue and White

An economic plan that combines a free economy and social justice, with reforms to open the Israeli market to competition and imports, removing barriers and reducing protective walls, to lower the cost of living; the party also presented the bill by Alon Schuster (no. 6 on the list) to set a controlled price for farm produce and to state in advance the price the farmer set. Members of the list filed bills proposing:

• a right to repair products instead of buying new ones
• tougher enforcement on large retailers that do not display prices
• to require banks to give financial guidance to every new customer

A red line by the US and the world powers that would bind Iran not to rebuild its nuclear programme, and a nuclear agreement that is longer, broader and stronger than the previous one; full freedom of action throughout Lebanon, and striking any attempt by Iran to rebuild its ballistic missile stockpile and its nuclear capabilities; a security agreement with Syria that would anchor Israel's hold on the commanding positions and include demilitarising the border area; regional alliances and normalisation with Saudi Arabia, Indonesia and other states, and a normalisation agreement with Lebanon; and in Gaza, an international authority led by the US for civilian administration, with funding conditional on demilitarising the Strip. Benny Gantz (no. 1 on the list) filed bills to anchor binding working procedures for the security cabinet, among them discussions based on materials prepared in advance, coordination between the security and policy bodies, and a duty to keep records.

Cutting the number of government ministries to 20 as a first stage, by criteria of a clear area of responsibility, workload and budget; a "one and a half ballots" system, a semi-open list that lets the list's voters influence the ranking of candidates; sanctions on ministers who do not cooperate with the Knesset, among them delaying their legislative initiatives, budget cuts and a personal fine; and an expert committee that would recommend within a year handing powers from government ministries to local authorities. Members of the list filed bills proposing:

• to end a prime minister's term as soon as he is convicted of an offence involving moral turpitude
• to bar anyone indicted for a serious offence from running in local elections
• transparency on the financial interests of ministers and Knesset members
• to bar candidates in primaries from accepting a donation from a lobbyist
• to cancel the minister's power to set policy for the police
• a duty for police officers to wear uniform at demonstrations

Widening the powers of local authorities to shape Shabbat in their area according to the communities living there, and giving cities legal power to set up religious departments of their own, which would adapt religious services to all communities and all needs. Pnina Tamano-Shata (no. 2 on the list) filed bills proposing:

• to require the rabbinical court to rule on a divorce claim within 90 days when an indictment has been filed for attempted murder or grievous bodily harm against the spouse
• to recognise agunot and women refused a get who were widowed as eligible for a survivors' pension

An independent authority under the Ministry of Health that would bring together treatment, standards and budgets; a dedicated budget for every city and council for a community resilience unit, and a duty for every authority to employ at least one educational psychologist or one social worker expert in trauma full-time; and, in the public health system, a plan to improve the status and increase the number of doctors, interns and nursing staff, with no scope given. Benny Gantz (no. 1 on the list) filed a bill to set up a national authority for mental resilience and trauma.

Finishing the matriculation exams in 11th grade and turning 12th grade into a preparatory year; compulsory core studies (ליב"ה) and state education for every pupil; free education from birth within five years, for those who serve first; and dividing the curriculum so that 50% is set by the state, 30% by the local authority and 20% by the community. Pnina Tamano-Shata (no. 2 on the list) filed a bill to take away the state's share in the budget of an educational institution that breached the ban on discrimination and did not stop after a warning.

Empowering local authorities to act as developers in urban renewal projects and to give loans for building a protected room in a flat or on a floor, as with facade renovation; and advancing the law that would let tenants in public housing buy the flat they live in and would ease bereaved families' dealings with the bureaucracy, until it enters the statute book.

A personal and emotional safety coordinator in every school, for every child who has harmed or been harmed, and a duty of parent guidance in the community centres, as Pnina Tamano-Shata (no. 2 on the list) said in summing up a committee debate she chaired as acting chair; this is the only detailed step found at the general level, alongside full enforcement of the law against rioters. Pnina Tamano-Shata (no. 2 on the list) filed bills proposing:

• to toughen the penalty for reckless homicide to up to 20 years in prison instead of 12, and to make group violence an aggravating circumstance in murder
• to ban paying for online prostitution
• to require social networks to remove sexual content published without consent
• to give victims of sexual offences and serious violence the right to state their view before a decision on banning publication of the suspect's name
• to count a parent's absence to care for a child harmed by such an offence as sick leave

Stopping the dumping and burning of Palestinian waste through staff posts, technology and legislation, among them cameras at the dumping sites; moving the polluting factories out of Haifa Bay as the government decided; a fund or a budget base that would ensure the rehabilitation of the Dead Sea; and transparency of emission permits even if they are taken down from the Environmental Protection Ministry's website. Schuster said most of these steps as chair of the State Control Committee. Alon Schuster (no. 6 on the list) filed bills proposing:

• to anchor a right to repair products to reduce electronic waste
• to regulate the reuse of grey water
• a duty of annual reporting on the state of nature and biodiversity

A national authority for mental resilience and trauma under the Ministry of Health, which would bring together government treatment, standards and budgets; a funded community resilience unit in every city and council, with an educational psychologist or a social worker expert in trauma full-time; a grant of 4 million shekels to every hostage who returned and to the family of a hostage who was murdered; and a "חוסן לישראל" (Resilience for Israel) system for all those wounded in the war, including from the civilian home front. Members of the list filed bills proposing:

• a grant to hostages who returned and to families of hostages who were murdered
• to apply the law on payments to released captives to everyone kidnapped by a terror organisation
• to set up a state commission of inquiry into the events of 7 October
• to set up a national authority for mental resilience and trauma
• a parenting hour at work for widowers and widows of fallen soldiers in the first year of mourning

Further bills they filed deal with:

• relief for rebuilding the Tkuma region in business licensing, planning and building, and exemption from land appreciation tax and purchase tax on a property right in place of a destroyed home
• working procedures for the security cabinet
• extending the deadline to apply for funding for candidates in local elections who had difficulty meeting it because of the reserve call-up

Adding a clause to Basic Law: The Nation-State under which "the realisation of individual rights in the State of Israel is founded on the principle of equal protection before the law"; measurable targets for fair representation of women, Haredim, Arabs, Druze and other groups, also at management level in the public service, with minority groups included in tender committees and blind reading of CVs; and equal rights for the LGBTQ community. Members of the list filed bills proposing:

• to toughen penalties for offences aimed at excluding women from public places
• to raise the compensation without proof of damage under the anti-discrimination law to 120,000 shekels
• fair gender representation in the director-general posts of government ministries
• to strengthen enforcement of the equal pay law
• to require more public bodies to mark the Sigd holiday
• a duty for police officers to wear uniform at demonstrations

A state-funded emergency room in Kiryat Shmona within a year; university status for Tel-Hai College, which would be called "Kiryat Shmona University" and funded separately; full exemption from municipal property tax for five years, and recognising work in the city in tourism, restaurants and informal education as preferred work; a 50% discount on municipal property tax for residents under 30; and the target that by 2048 half of Israel's citizens will live in the Negev and the Galilee. Alon Schuster (no. 6 on the list) filed bills for the Tkuma region:

• relief in business licensing
• a special planning and building subcommittee
• exemption from land appreciation tax and purchase tax when a kibbutz member whose home was destroyed or desecrated in a terror attack receives a right in other property

Hotlines in every city for senior citizens who live alone; a state budget for those who host an elderly person in an emergency; checking that emergency alerts reach senior citizens and people with disabilities; and Benny Gantz (no. 1 on the list) called for wider services for people with dementia and their families, with no scope or budget.

Up to 100 days of reserve duty in routine times over three years, for operational duty and training; free land or the value of land for families of combat reservists in national priority areas; and a plan that Benny Gantz (no. 1 on the list) pledged to adopt in the next government, which eases the load on reservists and gives more certainty to them and their families. Members of the list filed bills proposing:

• to double the time and the amount of debt after which the enforcement and collection authority can impose restrictions on a debtor who served at least 100 days of reserve duty a year
• to extend the deadline to apply for funding for candidates in local elections who had difficulty meeting it because of the reserve call-up

Bringing all the waiting Bnei Menashe in one decision rather than in small groups; a stay of more than half a year in absorption centres, hiring members of the community in government ministries, decent flats for immigrants and conditions equal to those of immigrants from Ethiopia; a single government body for the immigration of Ethiopian Jews, to be run by members of the community; bringing those whose immigration has already been approved before discussing new arrangements; and a small loan fund at the Ministry of Aliyah and Integration for discharged soldiers of Ethiopian origin.

Free education from birth within five years, for those who serve first; 12th grade as a preparatory year for all young people, with matriculation exams finished in 11th grade; and changing the holiday calendar so that July is a regular school month and the summer holiday starts in August and lasts until after the autumn holidays.

Expanding municipal policing, recruiting thousands of national service volunteers for the police, and using the traffic police and municipal inspectors to increase presence at crime hot spots; passing an Israeli service framework and bringing tens of thousands of young Arabs into hospitals, rescue organisations, the police and social organisations; and stronger enforcement, more tools for the police and investment in education.

Setting up a state commission of inquiry that would examine conduct from 2007, when Hamas came to power, up to the last war; Benny Gantz (no. 1 on the list) proposed that the government set up two state commissions of inquiry, one into 7 October and one into the Fifth Dimension. Pnina Tamano-Shata (no. 2 on the list) filed a bill to set up a state commission of inquiry into the events of 7 October.

Moving from a system of targets to a system of quotas under which only outstanding students would be exempt; economic sanctions, and social benefits first of all for those who serve, alongside the criminal sanctions for not reporting for a call-up order and for desertion; tracks adapted for Haredim, while the army as a whole continues under existing procedures; and setting up an "Israeli Service Authority" that would develop service tracks for all groups, including Arab society.

Amending Basic Law: The Government so that a prime minister's term is limited to eight years, to prevent concentration of power and to encourage renewal in leadership; Benny Gantz (no. 1 on the list) said that prime ministers should be replaced after two terms. Benny Gantz (no. 1 on the list) filed a bill under which a prime minister would serve no more than two terms, or no more than eight years in total if early elections are held.

Passing Basic Laws in four readings and by a large majority, with time gaps between them; striking down a law only in the Supreme Court, by a 2/3 majority on a panel of at least nine judges, and striking down a Basic Law by a 2/3 majority of all Supreme Court judges; cancelling the Sa'ar-Levin framework and selecting a Supreme Court judge by a majority of 7 of the committee's 9 members; and limiting the attorney general's term to five years, with fixed terms also for the legal advisers in government ministries.

Registering as married for every couple, of any sex and religion, without travelling abroad; transport on Shabbat in areas with a secular population, including secular neighbourhoods; and, according to the statement of principles, widening the powers of local government to shape Shabbat in its area, to suit the communities living there.

Preventing a binational state from forming and moving from resolving the conflict to reducing it, in the spirit of the "Trump plan"; an international authority led by the US, with moderate Arab states as partners, for the civilian administration of Gaza, with funding conditional on demilitarisation and de-radicalisation; and strengthening settlement in the Jordan Valley, in the settlements on the mountain ridge, in the southern Hebron Hills and along the seam line, without evacuating settlements and with infrastructure for security and freedom of movement.
