Changing tax credit points and benefits according to sharing the burden, so that work pays more than an allowance; cutting income tax by taxing products with harmful effects, such as disposable tableware and sweetened drinks; removing import barriers and standards unique to Israel and opening the market to parallel imports, so that what is approved and sold in Europe and the US may be marketed in Israel; opening distribution and storage infrastructure to new players and requiring dominant companies to be transparent about profits; gradually lowering customs duties alongside support for Israeli agriculture; and discounts on municipal property tax, tax exemptions and allowances based on socio-economic status, not on belonging to a sector.

Drawing up a national security doctrine within 150 days and acting on it; strengthening the IDF and fortifying security on the borders; strengthening Israeli control in the Jordan Valley; judging any agreement in Gaza only by whether it achieves the war's goals, destroying or dismantling Hamas's military and governing power; and in Lebanon, demilitarising the south and disarming Hezbollah as goals, with disarming Hezbollah as the only measure of the agreement's success. Hili Tropper (no. 6 on the list) filed bills to toughen penalties for aiding the enemy in wartime and for terror offences.

Passing Basic Law: Legislation, which would strengthen the Knesset's independence and authority, and further laws that set clear and agreed rules of the game for the democratic system; limiting the prime minister to two terms and cutting unnecessary government ministries; setting up a ministerial committee to fight corruption that would recommend changes to laws and regulations; and repealing the law politicising the Judicial Selection Committee, replacing it with a professional process that would seek broad agreement and anchor a method of selecting judges in a Basic Law. Members of the list filed bills proposing:

• to appoint the most senior judge automatically as president of the Supreme Court when the Judicial Selection Committee has not decided on an appointment
• to take coalition funds out of the budget when the government misses the deadlines for submitting the budget

Passing a state service for all law, which would bring the Haredi and Arab public into service, first and foremost in the IDF; keeping each year an allocation of up to 3% of the age group for a one-year deferral for Torah study, by open selection and by external, equal criteria, with those granted deferral also doing induction and basic training; taking away civil and economic benefits from draft evaders and deserters and putting them on criminal trial; widening the kashrut reform; and amending the kashrut law already in the first Economic Arrangements Law.

Setting a binding standard for the provision of community health services by the health funds, including a budget sanction; running a forward emergency centre in Kiryat Shmona with permanent funding; cutting private spending on health and ending sectoral benefits; and ensuring that the public gets full value for its tax money, including physical and mental rehabilitation after the war years.

Applying the State Education Law and core curriculum studies as a condition for full public funding; secular, religious, Haredi and Arab pupils would all be in the state stream, and their funding would depend on it; requiring institutions that are not state institutions, with a focus on the Haredi sector, to join the Haredi state system, with full core studies, pedagogical supervision and regulated school buildings; core studies for all and a stronger core of values in the spirit of the Declaration of Independence; and fewer external matriculation exams, replaced by skills tests in the spirit of the PISA measures and by alternative assessment, such as research papers and portfolios. Orit Farkash-Hacohen (no. 3 on the list) filed a bill that proposes requiring the education minister to set up a university in the city of Ashdod.

Using the need for protected rooms as an engine for urban renewal, flooding the market with new flats and a tax on land that is not being advanced for building; a coordinating body to synchronise the planning, construction and infrastructure bodies; removing barriers to construction, among them manpower in the sector, shorter procedures and incentives for contractors (bonuses for finishing early and fines for delays); densification in city centres alongside transport infrastructure, and measuring by flats actually occupied; digital licensing and binding timetables; and in rentals, price transparency, long-term contracts, closing the brokerage fee loophole and fast legal tracks for tenants.

Setting up a national cabinet to fight crime, headed by the prime minister, which would advance laws and regulations and coordinate between government ministries and law enforcement bodies; a dedicated enforcement system for organised crime, with investigation and intelligence units, a dedicated prosecution body in the State Attorney's Office and specialised courts; fighting protection rackets through dedicated enforcement units, by strengthening local authorities and by protecting victims; dedicated capabilities against digital crime, and dismantling the economic infrastructure of crime organisations, including money laundering; a national plan to eradicate violence in Arab society and in society at large; and anchoring the independence of the police in law, so that political figures are not involved in appointments and investigations.

Setting up a state commission of inquiry that would investigate the massacre, the decade before it and the conduct of the war, and setting, after consulting the president of the Supreme Court and subject to that consultation, that the commission will have five members; a broad programme of care and rehabilitation for bereaved families, captivity survivors and people with post-traumatic stress; and rebuilding, strengthening and reviving the communities of the western Negev and the north. Members of the list filed bills proposing:

• to refund expenses to relatives of released captives who are hospitalised or need close supervision
• to raise the one-off aid for mental rehabilitation and couples therapy for combat reservists to 5,000 shekels
• to give a support package to reservists serving in the system that handles the fallen

Protecting all housing units, kindergartens, schools and clinics within 0-9 km of the northern border as a national emergency project, and bringing forward completion of the protection from 2035 to 2030, with protection of ground-level houses within 1-5 km completed by the end of 2028 and within 5-9 km by the end of 2029; running a forward emergency centre in Kiryat Shmona with permanent funding and a binding service commitment (SLA); and setting a binding standard for community health services by the health funds, including a budget sanction. The party calls on the government to direct budgets and resources to an emergency plan to restore and rebuild the north. Hili Tropper (no. 6 on the list) filed a bill for a monthly grant to residents of the north who were not evacuated from their homes.

Raising old-age pensions for people on low incomes, among them Holocaust survivors, immigrants who built up a small pension and those who relied on welfare throughout their lives; a permanent mechanism to keep the value of allowances; proactive realisation of rights by government bodies and local authorities; setting up a national council for senior citizens that would shape policy, gather research knowledge and monitor their cost of living; and examining compulsory long-term care insurance for the whole population.

An investment of 20 billion shekels over three years, for reservists, their families, their livelihoods and their employers; advancing an arrangement that would limit reserve duty to up to 50 days a year and no more than 150 in three years; and allocating dedicated land for housing and long-term rental housing projects for combat reservists, by a scale of service. Members of the list filed bills proposing:

• to protect self-employed reservists from demands to repay payments
• to raise the one-off aid for mental rehabilitation and couples therapy for combat reservists to 5,000 shekels
• to give a support package to reservists serving in the system that handles the fallen

An emergency plan to stop Israelis leaving the country, better absorption mechanisms and action to absorb a million new immigrants within about a decade and another million by 2048; and an absorption framework that accompanies immigrants from the first contact abroad to full integration in language, employment, housing, education, health and the realisation of rights.

Deep government subsidies for early childhood education only for parents who work and serve, on condition that they make full use of their earning capacity; a reform of early childhood education that would let both parents work; and an organised government programme with dedicated funding against violence towards women, families and young people, for treatment and prevention, using technology and educational tools.

Funding new police stations, prevention steps (presence, guidance and cameras), education programmes, and dealing at the root with the drivers of crime, such as illegal building and mortgages; and carrying out a national plan to eradicate violence in Arab society and in society at large.

The party published a draft government decision under which it would be set, after consulting the president of the Supreme Court and subject to that consultation, that the commission will have five members; the commission would be set up in the first weeks of the next government, with a broad mandate, and would examine 7 October, the year and the decade before it, and the conduct of the war. Orit Farkash-Hacohen (no. 3 on the list) filed bills proposing:

• to set up a state commission of inquiry into the events of 7 October and the Swords of Iron war
• a legal duty to set up a state commission of inquiry after exceptional events without the need for a government decision

An annual allocation of up to 3% of the age group for a one-year deferral for Torah study, by external, equal criteria and open selection, with those granted deferral also doing induction and basic training (in its answer to the questionnaire the party wrote that this would be the only mechanism for deferring service, for outstanding people in various fields, among them Torah students); a compulsory civilian service track for those who do not serve in the IDF; and taking away civil and economic benefits from draft evaders and deserters and putting them on criminal trial.

Limiting the term to two terms and cutting unnecessary government ministries; alongside this, passing Basic Law: Legislation, which would strengthen the Knesset's independence and authority, and further laws that set clear and agreed rules of the game for the democratic system.

Passing Basic Law: Legislation, while anchoring a revised mechanism for judicial review of legislation in Basic Law: The Judiciary, based on the recommendations of a professional team; repealing the law politicising the Judicial Selection Committee, replacing it with a professional process that would seek broad agreement and anchor in a Basic Law a method of selecting judges that protects judicial independence; and not adopting an override mechanism.

A track for joining the Haredi state system that includes full core studies, pedagogical supervision and regulated school buildings, as a condition for full public funding for institutions that are not state institutions, with a focus on the Haredi sector; applying the State Education Law and core curriculum studies as a binding standard; moving Haredi education to Haredi state schools where the children will study the core curriculum; and funding all streams on condition that they are in the state stream.

Strengthening the settlement blocs and founding new settlements legally according to the recommendations of the security establishment, with no plan to evacuate settlements as part of a diplomatic agreement, and examining the status of illegal outposts case by case, according to the law and security considerations; strengthening Israeli control in the Jordan Valley; opposing moves that would endanger the Jewish majority and lead to a binational state, and the position that Israel does not wish to bear responsibility for running the civilian lives of about two million Palestinians; and the position that the Palestinian Authority must carry out reforms, among them ending incitement in the education system and ending payments to terrorists and their families.
