Expanding public transport subsidies up to free public transport across the country; and increasing the defence budget without raising taxes, which according to הליכוד is possible because state revenue was higher than expected and the deficit lower than expected. Members of the list filed bills proposing:

• to forbid banks to charge fees on dormant deposits, and to require them to give customers information on the cost of mortgage insurance
• to forbid excessive price rises in a state of emergency
• to increase competition in the car industry
• to lower the fees for employing foreign workers
• to set in law the right to food security
• to exempt from VAT subsidies for kindergarten and day-care fees
• to exempt from tax the living-cost grants of Paralympic athletes

The government, through the Ministry of Health headed by Haim Katz (no. 18 on the list), filed a bill to remove barriers to importing and producing cosmetics.

Disarming Hamas and demilitarising Gaza, a goal that Benjamin Netanyahu (no. 1 on the list) sets; according to him Israel controls territory in Gaza and is staying on that line, and Gaza will no longer be a threat to Israel; continuing to destroy terror infrastructure in the security zone in Lebanon; no withdrawal from the security zones in Lebanon, Syria and Gaza, as Israel Katz (no. 6 on the list) said; and in Iran, according to Netanyahu, zero enrichment, removing the 400 kilograms of enriched material and close inspection of the sites. Members of the list filed bills proposing:

• to forbid cooperation with sanctions imposed by foreign states on Israeli citizens, and to prevent passing on information that would be used for such sanctions
• to postpone until the end of a state of war any examination or investigation of soldiers over complaints of offences committed in operational activity
• to toughen the penalty for illegal entry into Israel
• to add representatives of the security bodies to the district planning committees
• not to recognise medical studies in hostile states or in the Palestinian Authority

Appointing an Attorney General, a State Attorney and two thirds of the High Court justices in the next term, and cancelling the court's precedents; and according to Israel Katz (no. 6 on the list), if the list wins the election, it will finish the job of closing Army Radio. Shlomo Karhi (no. 23 on the list) said in the government's reply that the government decided to support, in the preliminary reading, another Knesset member's bill on the Military Advocate General, on condition that the post is under the command of the Chief of Staff, professionally independent and not subject to the Attorney General's legal advice, and said that he had earlier filed a bill to set up a constitutional court to be chosen by the Knesset. Ofir Katz (no. 8 on the list) filed bills proposing:

• to abolish the offence of fraud and breach of trust
• to state that the courts will not review the reasonableness of a decision to appoint or dismiss a minister after the Knesset has approved the appointment

Moving to 19 pupils per class according to the conclusions of the Shapira Committee, gradually and nationwide from the 5787 school year; an early-childhood administration within the Ministry of Education, which would bring together all the staff and resources for young children; and personalised learning in English for grades 7-8 next year. Eti Atiya (no. 20 on the list) filed a bill proposing to fund the medical studies of combat soldiers and combat support soldiers and to make them easier.

Getting the Israel Land Authority to act to lower land prices, because according to Eli Cohen (no. 2 on the list) the lower land prices are, the more home prices will fall; and continuing the Mehir Lamishtaken scheme, which he says provided affordable housing for young couples. Members of the list filed bills proposing:

• to move subsidies and discounts for homes from high-demand areas to discounted homes in the periphery
• to allow building rights to be transferred, to encourage reinforcing old buildings
• to impose financial penalties for building work done without a permit
• to lower the fees for employing foreign workers

An instruction to the Minister of National Security and the Minister of Education to step up enforcement on the streets and to hold discussions in the education system, so that such cases do not happen again; and in the Negev, a return of law and order through action by the Israel Police together with other forces, alongside settlement and regularisation for the Bedouin residents. Members of the list filed bills proposing:

• to limit the return of a person convicted of serious violence to the area where the victims live
• to postpone the date on which a prisoner serving a life sentence can ask for the sentence to be fixed
• to add an offence of forbidden sexual relations between a health carer and a patient
• to toughen the penalty for illegal entry into Israel
• to prevent the blocking of essential roads

The government, through the Ministry of Justice headed by Yariv Levin (no. 4 on the list), filed a bill to set up a register of controlling owners of corporations, to help fight money laundering and terror financing.

Members of the list filed bills proposing:

• to expand benefits and allowances for bereaved families, widows and orphans
• to recognise as soldiers fallen in battle discharged soldiers and reservists who were murdered in a hostile act during the war
• to set up an exceptions committee for recognising the fallen
• to deny benefits to a family member who was estranged from the person who died
• to regulate the use of a deceased person's sperm for having children
• to fund medical studies for combat soldiers

A dedicated support centre for people with disabilities in emergencies at the Shalva Center. The list's candidates also speak about bringing women into transport professions and about appointments by qualifications and not by gender. Yariv Levin (no. 4 on the list), in the government's reply to a bill that defined discrimination on grounds of sexual orientation or gender identity, said the bill was unnecessary and even harmful because the definitions already exist, and that rulings forbidding such discrimination were rightly given. Eti Atiya (no. 20 on the list) filed a bill proposing to state that the duty of equality for women will not apply to the exams that the Chief Rabbinate holds for city rabbis and rabbinical judges.

A second airport, alongside Ben Gurion Airport, at Ziklag, which according to Benjamin Netanyahu (no. 1 on the list) will drive the development of the Negev in employment, access and tourism, together with supporting road and rail infrastructure. Moshe Saada (no. 17 on the list) filed a bill proposing to move subsidies and discounts for homes from high-demand areas to discounted homes in the periphery.

Eti Atiya (no. 20 on the list) filed bills proposing:

• to give legal aid to patients needing long-term care
• to set up a contact point for employers of foreign care workers, and a corporation for replacement foreign workers
• to grant a permit to employ a foreign care worker to a person aged 85 or over
• to regulate wills made in favour of a carer

About 20,000 chances to buy a home or land on preferential terms in 2026-2027, of which about 16,000 are homes at a target price and about 4,000 are plots for building houses. Members of the list filed bills proposing:

• to give reservists priority for dental treatment, a grant for self-employed people whose income fell, a longer entitlement to tuition funding, a deduction of mortgage interest for those entitled to housing aid, and benefits for those injured on leave during reserve duty
• to recognise as soldiers fallen in battle discharged soldiers and reservists who were murdered in a hostile act during the war

According to the party's channel, an instruction by Benjamin Netanyahu (no. 1 on the list) to set up oversight mechanisms that would stop crime organisations from getting into public tenders.

Setting targets for military service by the Haredi public and sanctions if they are not met, alongside protecting the Torah world and preventing harm to it, according to the principles that Israel Katz (no. 6 on the list) put before the Foreign Affairs and Defence Committee; according to the party's spokesperson, they hope to pass the law even before the government is formed, as part of the coalition agreements; and according to Benjamin Netanyahu (no. 1 on the list), in remarks from a closed discussion passed on by the party's channel, a government that will pass, right after the election, a full draft law that meets the needs of the IDF. Moshe Saada (no. 17 on the list) filed a bill proposing that all affirmative action, study concessions and priority in state tenders be given only to those who did military service or national-civic service.

Opposition to limiting the prime minister's term by law: according to Karhi, in a democracy the people change the government, and a prime minister is not replaced by legislation or by a legal decision; the bills to limit the term are, he says, bills against one elected person and not for democracy.

Setting up a constitutional court to be chosen by the Knesset by a party key, in a bill that Shlomo Karhi (no. 23 on the list) said, in the government's reply in the plenum, he had filed earlier; in the same reply he said that no one, including the High Court, has the power to strike down Knesset laws and Basic Laws. The list's channel sets as a goal appointing two thirds of the High Court justices in the next term and cancelling the court's precedents, and Yariv Levin (no. 4 on the list) said that the election is about who will appoint ten Supreme Court justices in the next term. Members of the list filed bills proposing:

• a Basic Law on immigration to Israel that would prevail over all the Basic Laws, among them Basic Law: Human Dignity and Liberty
• to state that the courts will not review the reasonableness of a decision to appoint or dismiss a minister after the Knesset has approved the appointment

Requiring the Haredi networks to teach 100% of the core curriculum, to take the Tnufa (Meitzav) tests, to accept full supervision and to train teachers, as Yoav Kisch (no. 10 on the list) said in the plenum, in replies to bills and in the Education Committee; opposition to a change in the Attorney General's position, which he says would bring institutions down from 90% to 75% core studies; the greatest possible growth of state-Haredi education; and not setting the demands in law, which he says leads to a lack of flexibility.

Public transport on the six working days while keeping Shabbat, as the party answered a ynet questionnaire, in which it added that the state does not prevent public transport on Shabbat run by private companies without state subsidy. Yoav Kisch (no. 10 on the list), in the government's reply to a bill on public transport on Shabbat, said that the government opposes turning Shabbat into a weekday, that it does not seek to harm the status quo without a thorough discussion, and that a one-sided move to harm the status of Shabbat is not the coalition's position. Yariv Levin (no. 4 on the list), in the government's reply to a civil marriage bill, said he prefers broad dialogue and agreement, and did not say what his position on civil marriage is.

No Palestinian state controlled by Iran, neither in Gaza nor in Judea and Samaria (the West Bank), as long as Benjamin Netanyahu (no. 1 on the list) is prime minister, as he said; speeding up the regularisation of farms and setting up new farms; and continuing settlement in Judea and Samaria. הליכוד was one of the seven factions that submitted the declaration calling on the government to apply sovereignty over the areas of Jewish settlement in Judea, Samaria and the Jordan Valley.
