The target in the cost-of-living plan on the party's website is for the price of the shopping basket to fall to the OECD average within three years, and Naftali Bennett (no. 1 on the list) wrote of cutting food prices by 30% within three years. • for a tax exemption for those receiving a disabled child allowance
• for the Tax Authority to notify people on its own initiative of their eligibility for tax credit points
• for a duty on banks to give information on the costs of early repayment of a loan
• to promote competition in rides through online ride-sharing

Adding 20,000 soldiers through equal enlistment without exemptions; declaring Qatar an enemy state, harnessing all the security organizations to act against it and a thorough cleaning of every place contaminated by Qatari influence; an agreement with Iran only if it completely dismantles the nuclear program and stops the export of terrorism and the development of ballistic missiles. Naftali Bennett (no. 1 on the list) wrote that without eliminating Hamas and the complete demilitarization of Gaza, security cannot be provided over time. Members of the list filed bills:

• to declare Qatar an enemy state
• to fight weapons smuggling
• to add tools for restricting a person in an emergency that could replace administrative detention in many cases
• for an annual polygraph test to look into leaks from the meetings of the Ministerial Committee on National Security

Adopting a constitution; setting up a state commission of inquiry into the events of 7 October and the state's conduct after them; limiting the prime minister's tenure to eight years; and enacting Basic Law: Legislation, which would set by what majority a Basic Law is adopted and when the court can and should intervene; running the government with measurable targets, closing seven government ministries and devolving powers to local authorities; and moving from political appointments to professional ones, with the improper appointments cancelled on the government's first day. Members of the list filed bills:

• to abolish the offense of insulting a public servant
• to turn the Jewish National Fund into a government-public company
• to give the Knesset Ethics Committee authority over a Knesset member who causes a disturbance in court
• for a Basic Law on rights in criminal proceedings
• to move the decision to end a Knesset member's term to the chairman of the Central Elections Committee

The "Those Who Serve" law - those who serve receive from the state and those who do not serve do not, ending yeshiva student stipends, daycare subsidies, municipal property tax exemptions and priority in the Buyer's Price housing program for those who choose not to serve and not to work; public funding only for institutions that teach 100% of the core curriculum, and connecting Haredi education to the state education system; opening the kashrut market to competition, so that what is kosher in Brooklyn is kosher in Israel. Naftali Bennett (no. 1 on the list) wrote against the government's attempts to promote the imposition of a "Jewish character", such as laws on mezuzot or tefillin. Merav Cohen (no. 9 on the list) filed a bill to make economic aid to Torah students conditional on meeting their obligations under the Security Service Law.

Setting up dozens of community medical centers across the country within five years. Merav Ben Ari (no. 4 on the list) filed bills:

• to label healthy dishes on restaurant menus
• to ensure the functional continuity of Magen David Adom
• to regulate the medical cannabis field in law

A starting salary of 12,000 shekels for a teacher, declaring a national emergency in the education system and recruiting thousands of new teachers as an immediate step in the next government; a government decision giving the Ministry of Education the authority, the tools and the backing to lead a long-term inter-ministerial effort, with the Ministries of Finance, the Interior, Construction and Housing, Welfare and Communications; and central purchasing of advanced artificial intelligence tools for every pupil, teacher and citizen. Merav Cohen (no. 9 on the list) filed bills:

• to set in law the state's responsibility for education in an emergency, including protection of educational institutions and equipment for remote learning
• to set in law the National Authority for Measurement and Evaluation in Education and its independence

About 100,000 apartments for long-term rent within a decade, 40% of them on a subsidized track at a 30% discount on the market price; tax benefits for landlords with contracts of at least five years, and linking rent updates to the price index; moving land management from the Israel Land Authority to local government and the market, and turning the Israel Land Authority into a government company. Yair Lapid (no. 2 on the list) wrote that the state will build 250,000 rental apartments with institutional funding, including a new city in the center for young parents who served, and that tenants will be able to buy the apartment after ten years, minus the rent paid. The numbers differ: 100,000 apartments in a decade in the list's answer to the ynet questionnaire, 250,000 apartments in Lapid's post. Members of the list filed bills:

• to split payment of the agent's fee in rentals between the parties
• to make housing benefits conditional on meeting obligations under the Security Service Law

Declaring organized crime and weapons smuggling a national security threat; a "closure and thwarting" procedure that immediately declares a compound, neighborhood, house or smuggling route a closed police area on the basis of intelligence from the Shin Bet, Military Intelligence or the police; marking the hundred leading criminals and hitting their property by seizing luxury cars, freezing accounts and confiscating assets; and a national operation to seize half a million illegal weapons. Merav Ben Ari (no. 4 on the list) filed bills:

• to ease the conditions for a protection order with technological monitoring in domestic violence
• to recognize pimping as a sexual or violent offense for the purposes of crime victims' rights
• to install biometric cameras at sports grounds
• to ban blocking roads with vehicles
• for a panic button for the elderly

Enacting a climate law that would set targets by sector and establish a national system for managing climate risks. Merav Ben Ari (no. 4 on the list) filed bills:

• to require public bodies and public catering places to pass surplus food to food distribution organizations
• for uniform payment through an app when charging an electric car

A multi-year plan to reach 50% representation of women in the senior civil service and on the boards of government companies, with equal screening and search mechanisms. Naftali Bennett (no. 1 on the list) declared support for marriage for anyone who wants it and pledged to set the equal status of the Druze in law; Yair Lapid (no. 2 on the list) pledged the civil union law, which includes civil marriage, a ban on conversion therapy for minors and harsher penalties for incitement and violence against LGBTQ people. Merav Ben Ari (no. 4 on the list) filed bills:

• for quotas for women's representation on the boards of public companies
• to ban paying for prostitution
• to recognize Israeli Sign Language
• to ban discrimination against students on the grounds of disability
• to exempt an elevator for accessibility from a building permit

A loan of 400,000 shekels to buy housing in Kiryat Shmona that would become a full grant after seven years of living there; a "Kiryat Shmona and the North Law" that would make rebuilding the north a national emergency project; and a national effort to move a million new residents to the periphery in the coming decade, by developing centers of living, education and employment along the borders in the Galilee and the Negev. Merav Ben Ari (no. 4 on the list) filed bills:

• to change the criteria for a community eligible for income tax benefits
• to recognize work in confrontation-line communities in the north and the south as preferred employment at National Insurance

A long-term policy for senior citizens, raising the old-age pension for those most in need, regulating the long-term care field and supporting family caregivers. Yair Lapid (no. 2 on the list) wrote that in the second stage the pensions will be doubled for those whose income is below 6,000 shekels a month, and the pensions of those with higher incomes will be raised gradually. Members of the list filed bills:

• to improve the pensions of senior citizens with low incomes
• for legal aid for long-term care patients
• to limit payment to lawyers in claims for long-term care benefit
• for a panic button for the elderly
• to allow orphans of fallen soldiers to keep working after retirement age

A benefit worth up to a million shekels when buying one apartment, a first home or an upgrade, for every active reservist, priority for those who serve in all land tenders including in high-demand areas, and use of the entitlement within four years; in the list's answer to the ynet questionnaire, the one-million-shekel voucher is meant for active reservists who have no apartment. Free daycare from the first day for reservists' families, and for all families of the serving public a voucher for use in supervised settings and priority in admission to subsidized daycare. Naftali Bennett (no. 1 on the list) wrote of subsidized daycare for active reservists and a 1,000 discount at daycare for the whole serving public, of subsidized after-school programs and summer camps for everyone who served in the IDF, and of a free bachelor's degree for non-combat soldiers and a free master's degree for combat soldiers. Members of the list filed bills:

• to correct the calculation of reserve duty pay in a state of emergency
• for a grant to self-employed people who served in the reserves in the Swords of Iron war and whose income fell
• to ban discrimination against those who serve
• for benefits in academia for those who serve
• to widen the right to be absent from work for a parent whose spouse is serving in the reserves

Narrowing gaps in Arab society with an emphasis on Hebrew studies, to widen the integration of graduates of Arab education into academia and employment and to reduce violence, and according to the party "we will do everything" to direct the proper budgets there; and according to Naftali Bennett, a special task force with a plan, targets and a budget to deal with illegal weapons, and tougher enforcement and penalties. Merav Cohen (no. 9 on the list) filed a bill to postpone enforcement of the planning and building laws in compounds in minority communities that have no plan, until plans are approved or for eight years.

Setting up a state commission of inquiry as the government's first decision, on its first day, to investigate the events of 7 October and the state's conduct after them, and also aid to an enemy state in wartime. Merav Ben Ari (no. 4 on the list) filed a bill to set up by law a state commission of inquiry into the events of 7 October.

Every citizen, Arabs and Haredim alike, will enlist in the IDF or in national-civic service under the Security Service Law, without exemptions and without quotas or targets; changing the incentive mechanisms so that citizens who serve and work are given priority, and those who do not enlist will not receive state support; an institution that does not teach the core curriculum or that educates against the state and against the IDF will not receive a budget. Members of the list filed bills:

• for an exemption or deferral of service for religious studies only for especially outstanding students, on a committee's recommendation and within a quota
• to make membership of the Ministerial Committee on National Security conditional on military service
• to make economic aid to Torah students conditional on compliance with the Security Service Law

Enacting the Declaration of Independence as a Basic Law that would be the first chapter of the constitution, to anchor Israel as a Jewish and democratic state; regulating the relations between the Knesset, the government and the court, and a Basic Law: Legislation that would set how and by what majority a Basic Law is adopted and when the court can and should intervene, while seeking broad agreement; and repealing the new law on the selection of judges and preventing the politicization of the justice system. Eitan Ginzburg (no. 8 on the list) filed bills:

• for a Basic Law on rights in criminal proceedings
• to move the decision to end a Knesset member's term to the chairman of the Central Elections Committee
• to set that a clause in a Basic Law that requires a special majority to change it must itself be enacted by that majority

Connecting Haredi education to the state education system, with public funding conditional on the full core curriculum and on tools for integration into academia, employment, citizenship and service, without harming their way of life; ending funding for schools that educate against service in the IDF and against the state, or that refuse to admit pupils of Mizrahi origin.

Opposition to a Palestinian state, to handing over territory and to evacuating communities built according to the law; regularizing all building on legal land and removing illegal building on private land, whether in Tel Aviv or in Judea and Samaria (the West Bank); Area C as a future sovereign part, according to Bennett's 2012 plan, with discretion over the timing. Naftali Bennett (no. 1 on the list) wrote that he will not hand over land of the Land of Israel, and Yair Lapid (no. 2 on the list) wrote that he will not try to establish a Palestinian state.
